Are ';dry'; hand wash lotions better than soap + water?

You know those ones that don't need water and they rub dry.Are ';dry'; hand wash lotions better than soap + water?
i've heard that hadn sanitizer is bad for you if you use it to much. it kill bad bacteria but it also kills the good bacteria that keep you immune to things. So actually using hand sanitizer all the time will make you get sick.

i personally think soap and water are better then hand sanitizer (dry hand wash) but the dry hand wash is faster and saves more money .but soap and water is well cost more
